The three tiers
Universal groups its on-site resort hotels into three broad tiers — value, prime and premier. The name of each hotel tells you nothing on its own; what matters is which tier it sits in, because that's what determines price, distance to the parks, and whether Universal Express benefits are included in your room rate.
Value tier
Universal's value-tier hotels are the most affordable on-site option — a genuine way to say you stayed "at Universal" without paying prime or premier rates. They don't include complimentary Express benefits, and they sit furthest from CityWalk, relying on the resort's shuttle bus network rather than a walk or short boat ride. Prime tier
Prime-tier hotels sit in the middle: closer to the action than value-tier properties, generally within walking distance or a short boat ride of CityWalk, and — this is the detail that matters most — they typically include complimentary Universal Express benefits in the room rate. For most visitors who want the skip-the-line perk without paying premier prices, this tier is the sweet spot.
Premier tier
Premier-tier hotels are Universal's top-of-range on-site properties: the shortest walk to CityWalk and the parks, the most upscale rooms and amenities, and — like prime tier — complimentary Express benefits included. You're paying for proximity and polish on top of the same Express perk prime tier already gets you, so this tier makes most sense when the extra comfort and location matter to you specifically, not just the skip-the-line access.
